Runnymede Borough Councils Planning Committee unanimously rejected the planning application of Bridge Industrial RU.22/0776.
After 12 months of campaigning and work, this is a monumental win for our community.

On Wednesday 2nd November 2022, Bridge Industrial submitted an amended application for the land. Due to a huge response on June 22 where over 500 objections were lodged, Bridge Industrial submitted revised plans.
However, in our opinion, they still do not fit in with our small town as they make no improvements to local infrastructure as required under the planning policy and now pose a higher risk of polluting the Wey Navigation. They also pose more danger to children walking to school with the proposed increased traffic on Addlestone Road.
KEY POINTS FROM THE COMMUNITY FUNDED TRANSPORT SURVEY

New plans show a 38% increase in the number of loading bays in Unit 100 i.e. from 13 to 18 bays against a 5% reduction in size.

The substantial increase in loading bays highlights the potential for a high-intensity site occupier. Meaning it is NOT intended for Industrial Estate use or Commercial Warehousing as the developer had indicated throughout the planning process. It’s now likely to function as a Parcel Distribution Centre.

As a Parcel Distribution Centre, the Number of HGVs between 6am-9pm will be around 897

The total number of vehicles including staff cars and delivery vans between 6am-9pm will be around 2777

These figures are based on hours of operation of 16 hours, the planning application is for 24/7 hours of operation so the actual daily number of HGVs will be significantly higher.

If the development operates as a Parcel Distribution Centre, daily traffic flows on Addlestone Road will be 564% higher and on Link Road will be 915% higher

The proposed site entrance and above HGV forecasts show potential for conflicts between pedestrians and cyclists, significantly compromising safety for vulnerable road users. This contravenes the Runnymede council’s new Climate Change Strategy and will mean extra traffic AND more air pollution.

Parking on the site has been reduced by 27%, and the new plans have only a 5% reduction in floor area, this increases the risk of displacement of parking off-site therefore staff and delivery vans will be using the surrounding roads to park. This includes Hamm Moor lane, Byron Road, and Addlestone Road.

Noise and Air Quality Assessments submitted by Bridge are based on the estimated lower number of HGVs, HOWEVER, these are compared to the Existing Use of the site and therefore suggest there is a minimal impact caused by the development. These figures are HUGELY underestimated.

The independent travel assessment shows the volume of HGVs would likely be 987 in a 16-hour period. Therefore this significantly underestimates the noise levels especially as the development traffic is not compared to the current VACANT use but assumes all 5 existing buildings are fully occupied.

It no longer includes the moorings on the Wey as a receptor and claims they are 48-hour max stay and do not have residential use.

The Daylight & sunlight Assessment shows Unit 100 impacts some properties on Addlestone Road, Bourneside House, Navigation House, and Hamm Moor
The roads surrounding the proposed site are currently already under stress from traffic, this includes the A317, Weybridge Road, Hamm Moor Lane, Addlestone Road, Station Road and Church Street. This proposed development will see our local infrastructure endure further pressure and therefore have a significant impact on the local community.
What can we do to oppose this development?
Our best chance at fighting the proposals is for a large number of carefully written objections to be sent to the council before the 15th of December 2022.
